Well I don't know if it's my imagination, but to me it has a quite hectic mood. Maybe a longer exposure, lets say one or two stops, would have made the water in front softer and the overall mood more relaxing.
Otherwise if the sky would be darker and showing some kind of stormy weather, the spilling water in front would make it even more intense. Combined with a lower POV, closer to the water and showing more of the sky would make a perfect photo imho. Maybe you could also try going there during sundown.
As it is, it somehow fells wrong to me, even though I like the concept I hope you don't mind my criticism
